In March 1942, as Chief of Staff and Aide to the Commandant of the Sixteenth Naval District, Rear Admiral Francis W. Rockwell, he participated in General Douglas MacArthur's escape from the Philippines.
He was elected as a Whig to the Twenty-ninth Congress defeating Rep. George S. Catlin and Thirtieth Congress defeating Lieutenant Governor Noyes Billings serving (March 4, 1845 – March 4, 1849).
He was an unsuccessful candidate for reelection in 1948 to the Eighty-first Congress.
