The history of the group traces its existence to 1948, when Chief of Staff of the United States Air Force Hoyt Vandenberg, and his wife Gladys, witnessed young servicemembers being buried without any family members present on one of their walks through the cemetery.

In March 1952, the Air Council and United States Air Force Chief of Staff General Hoyt Vandenberg adopted a number of changes to the U.S. Air Force enlisted rank structure that had been recommended by studies made in 1950 and 1951.
His name was added in a ceremony on October 6, 1949 presided over by West Point Superintendent Major General Bryant Moore and Air Force Chief of Staff General Hoyt Vandenberg.
