In politics, Duncan served as chief of staff to New Hampshire governor Hugh Gallen; deputy national press secretary for Walter Mondale's presidential campaign in 1984; and national press secretary for Michael Dukakis's 1988 presidential campaign.
As president of the New Hampshire Senate, she served as acting governor of the state from December 29, 1982 until January 6, 1983 as a result of the death of Governor Hugh Gallen shortly before the inauguration of the governor-elect, John H. Sununu.
