For several years, Williams has also served as a member of international training delegations that have traveled to the International Criminal Tribunal for Rwanda (ICTR) in Arusha, Tanzania, and the International Criminal Tribunal for the former Yugoslavia (ICTY) at the Hague.
The ICTR indictment against musician Simon Bikindi charges that Bikindi, an author of many racially charged anti-Tutsi songs, “consulted with President Juvénal Habyarimana, Minister of Youth and Sports Callixte Nzabonimana and MRND-aligned military authorities on song lyrics” before releasing them to be played on the Hutu Power radio station RTLM.
In 2003, the U.N. Security Council removed Del Ponte as the Prosecutor for the ICTR, and replaced her there with Hassan Bubacar Jallow in an effort to expedite proceedings in that Tribunal.
At the invitation of then-Secretary General of the United Nations Kofi Annan, Judge Byron, while serving as Chief Justice of the Eastern Caribbean Supreme Court, from which position he retired, became a permanent Judge of the United Nations International Criminal Tribunal for Rwanda (ICTR) in 2004.

As President of the ICTR which is located in Arusha, Tanzania, Sir Dennis is also an Under-Secretary General of the United Nations.
At the request of the prosecutor of the ICTR, he was arrested by French officials in Bourges on 26 November 1999.
The Chief Investigator of the ICTR, Stephen Rapp, inquired that the last meeting with Uwilingiyimana took place three days before his disappearance.
Bagosora has since been arrested for his role in the genocide and is currently on trial in Arusha, Tanzania for war crimes and crimes against humanity (ICTR).
