The southern Illinois salines were the first major industry in the Illinois Territory following European settlement.
On 3 February 1809, the 10th United States Congress passed legislation establishing the Illinois Territory, after Congress received petitions from residents in the far western areas complaining of the difficulties of participating in territorial affairs in Indiana.

He was elected to the Legislature of the Illinois Territory in 1814 as a representative of Gallatin County, and again in 1816 as a member of the Legislative Council.
