After graduating from the 34th class of the Army Staff College in 1923, Tanaka served in various staff positions in the Imperial Japanese Army General Staff, and came into contact with Pan-Asianism theorist and nationalist writer Shūmei Ōkawa.
At this point the project was shelved, as the Imperial Japanese Army General Staff had to concede to the Imperial Navy's needs of raw materials necessary for the production of warships and warplanes.
