He began writing full-time in 1984, and has won many awards, including the International Reading Association Award and the Western Writers' Golden Spur award.
Midnight Hour Encores was chosen best book of 1986 by SLJ, a best book for young adults by the ALA, Horn Book Fanfare Honor List book in 1987, teacher's choice by the National Council of Teachers of English that same year, a young adult choice by the International Reading Association in 1988, and an ALA Booklist "best of the 1980s" book for young adults.
They have been named Booksense and Indie Next picks, an International Reading Association Young Adult Choice, a New York Public Library Book for the Teen Age, to the Kirkus Best YA list, and the VOYA Editors’ Choice, Best Science Fiction, Fantasy and Horror, and Perfect Tens lists.
This collection was originally the basis for the catalog Writing the Past, coauthored by Monaghan and Arlene L. Barry and published in conjunction with a historical display of literacy textbooks at the 1999 meeting of the International Reading Association in San Diego.

In 1975 Monaghan founded the History of Reading Special Interest Group of the International Reading Association, and was for many years an active member of its executive board.
The 'Morgan Horse' series (reading level ages 9–13) includes Blackjack: Dreaming of a Morgan Horse and its sequel, Frosty: The Adventures of a Morgan Horse. Both books were selected (in different years) as winners of Children's Choices, an award co-sponsored by the International Reading Association and The Children's Book Council.
