In 1903 Judge James Wickersham moved the Third Division court from Eagle to Fairbanks.
He was instrumental in the passage of the Organic Act of 1912, which granted Alaska territorial status, introduced the Alaska Railroad Bill, legislation to establish McKinley Park, and the first Alaska Statehood Bill in 1916.
Meanwhile he unsuccessfully sought a position as professor of Chinese language at the University of Washington in Seattle, and the early days of 1903 he accepted an invitation by the well-known judge James Wickersham to come to Alaska as a court stenographer.
