Upon the conversion of Bugho as independent town, thru the influence of Speaker Daniel Z. Romualdez he was installed as the first Municipal election Officer of then Bugho town, and served later as Municipal registrar.

He married a native of Bugho named Beatrize A. Maballo (maiden name) with whom had the following children - Evelyn (Belyn), Higino, Jr. (Boy), Brenilyn (Nilyn).
During mid-1950s, with the help of Attorney Higino A. Acala, Sr the "Bugho for Municipal Movement" was organized with Felomino Mercado, Pedro Gecera, Angel Caminong, Ambrocio Novio, Bernardino Tisado and Julia Brosas among its leaders.
