The bridge, named after author and Greenup County, Kentucky native Jesse Stuart, was completed in 1984 and carries Kentucky Route 10 (unsigned) from the AA Highway/U.S. Route 23 intersection to the bridge itself, where it becomes State Route 253 to U.S. Route 52.
Kentucky Route 10, also known as KY 10, is a highway maintained by the Kentucky Transportation Cabinet that runs from Alexandria, Kentucky (a suburb of Cincinnati, Ohio) to the Jesse Stuart Memorial Bridge at Grays Branch, roughly north of Greenup, Kentucky, where the route continues into Ohio as State Route 253.
The first phase also included the design of two twenty-five mile-long spurs running east from Vanceburg, one ending at US 23 near Lloyd and the Jesse Stuart Memorial Bridge, the other ending near Interstate 64 in Grayson.
