He is the son of former Congressman Joe Baca; his brother Jeremy made an unsuccessful bid to succeed him in the Assembly, as he lost the primary to Wilmer Carter.
He succeeded Joe Baca, who was elected to the State Senate, and was succeeded by Baca's son, Joe Baca, Jr. Longville previously served as mayor of Rialto from 1987 until 1998, and for seven years prior to that as a member of the Rialto city council.

In 2002, Siebert wrote a letter to the United States Congress in which he objected to bill H.R. 5607 introduced by Rep. Joe Baca (D-California) which sought to place Salvia divinorum in Schedule I of the Controlled Substances Act.
