In command of the 70-gun HMS Burford, he served under Lord Berkeley in 1696, and in July was detached to make a descent on the Groix, an island near Belle Île, off the west coast of Brittany, from which he brought off thirteen hundred head of cattle, with horses, boats, and small vessels.

The Council was established in 1664 by Sir George Carteret and John Berkeley, 1st Baron Berkeley of Stratton in the Concession and Agreement of the Lords Proprietors of the Province of New-Caesarea, or New-Jersey, to and with all and every the Adventurers and all such as shall Settle or Plant there.
As a colony, the first, the Concession and Agreement (1665), was written by the colony's Lords Proprietors, Sir George Carteret and John Berkeley, 1st Baron Berkeley of Stratton, which offered broad provisions for religious freedom.
Next year he was accused in parliament of complicity in the Army Plots, expelled from the house, and committed to the Tower of London; he was subsequently bailed by Edward Sackville, 4th Earl of Dorset and Henry Grey, 1st Earl of Stamford in the sum of £10,000, but the outbreak of hostilities prevented any further steps being taken.

Between 1652 and 1655 Berkeley served under Turenne in the campaigns against Condé, and the Spaniards in Flanders, accompanying the Duke of York as a volunteer.
Groom believed in adhering to the Concession and Agreement of John Lord Berkekey and Sir George Carteret, which stated that one seventh part of all land allotments was to be reserved to the Lords Proprietors.
