Born in Wimbledon, Weigall was the son of a Victorian artist Henry Weigall (best known for his portrait of Disraeli in 1878–1879) and his wife Lady Rose Fane, daughter of John Fane, 11th Earl of Westmorland.
The latter year Pitt made him Lord Privy Seal, a position he would hold under five prime Ministers (Pitt, Addington, Pitt again, Portland, Perceval and Liverpool) for the next 35 years, except between 1806 and 1807 when Lord Grenville was in office.
General John Fane, 11th Earl of Westmorland GCB, GCH, PC (2 February 1784 – 16 October 1859), styled Lord Burghersh until 1841, was a British soldier, politician, diplomat and musician.
The new hospital was founded in 1792, when Westmoreland was Lord Lieutenant of Ireland, and was located at the corner of present-day Townsend St. and Luke St.
When the border between Massachusetts and the Province of New Hampshire was fixed (with Number 2 on the New Hampshire side), the town was regranted in 1752 by Governor Benning Wentworth as Westmoreland, named for John Fane, 7th Earl of Westmorland.

In the following year, 1845, his father moved to Germany, and Birch attended the Royal Academy in Berlin, where he produced his first significant work, a bust of the British Ambassador to Berlin, the Earl of Westmoreland.
John Fane, 7th Earl of Westmorland, served under the Duke of Marlborough, and was made in 1739 lieutenant-general of the British Armies.
