He was critical of the Russian autocracy and the centralized Russian state of his time, including the Russian liberals (Kadets) who supported a centralized state and opposed either federalism or national autonomy for the non-Russian peoples of the Russian Empire.
The party was formed after The First Congress of Muslims of Russia and the party line was similar to Kadets.
At Progressive Bloc meetings near the end of October, Progressives and left-Kadets argued that the revolutionary public mood could no longer be ignored and that the Duma should attack the entire tsarist system or lose whatever influence it had.

New Ukraine association included also such parties as Party of Democratic Revival of Ukraine (PDVU), Constitutional Democratic Party of Ukraine (kadets), Liberal Democratic Party of Ukraine (LDPU) as well as number of public associations such as Ukrainian Student Association (USS), trade union association "Yednist", and others.
