Karađorđe founded the Narodna Skupština (People's Assembly) and Praviteljstvujušči Sovjet (Governing Council) whose decree was drafted by writer and jurist Teodor Filipović (a.k.a. Božidar Grujović).
The First Serbian Uprising was successful and Karađorđe established a government in Belgrade.
