This feature has been commended by Australian academic Sir Kenneth Wheare who felt that uniformity in the amending process imposed “quite unnecessary restrictions” upon the amendment of parts of a Constitution.
On the other hand, Kenneth Wheare has theorized that Parliament obtains the necessary constituent power to bring a constitution into force simply by virtue of the election of its members into office.
He was appointed CMG in 1953 and was knighted in 1966.
