On 27 April 2007 when President Thabo Mbeki was celebrating Freedom Day at Bhisho renewed riots reminiscent of those which occurred in Soweto on 16 June 1976 took place in the streets of Khutsong.
The amendment came about in response to the ongoing, and sometimes violent, protests by the people of Khutsong, which had previously been transferred from Gauteng to the North West by the Twelfth Amendment.
The people of Khutsong resorted to marches, protests (in some cases violent) and boycotts and stayaways.
