Since 1867, Kaminsky was also a house architect for Moscow Merchant Society, an ambitious real estate consortium that redeveloped territories of Kitai-Gorod, Neglinnaya Street.
Kon received a public beating for his defection but was soon assigned to lead the construction of Bely Gorod - a 10-kilometer outer ring of Moscow fortress that stood on the path of present-day Boulevard Ring.
The eastern segment (Staraya Square) was rebuilt by the Moscow Merchant Society, with the late Art Nouveau Boyarsky Dvor offices (by Fyodor Schechtel) and the neoclassical 4, Staraya Square (by Vladimir Sherwood, Jr., 1912–1914) which later housed the Central Committee of the Communist Party.

On the basis of this, Robert Wallace asserts in The Rise of Russia (New York: Time-Life, 1967) that the term relates to a rough-hewn defensive bulwark made from woven wicker baskets filled with earth or rock – and thus Kitay-gorod aims at something like "Basketville".

One of two remaining parts of the wall is located in Zaryadye and the other near the exit from the Okhotny Ryad station of Moscow Metro behind the Hotel Metropol.
It was opened on a square outside the Ilyinka Gate of the Walled City in Moscow on the 10th anniversary of the taking of Pleven (1887), in the presence of Field Marshal Nikolai Nikolayevich.
