The refinery spans 1,332,000 m² and is located 50 km south of Kuwait City within the Shuaiba Industrial Area.
The project was sponsored by Daniel Benjamin, who was member of the senior management of Kuwait National Petroleum Company.

In May 2008 the Kuwait National Petroleum Co. (KNPC) awarded a construction contract to a consortium of Asian companies—Japan's JGC Corp., South Korea’s GS, SK, Daelim Industrial, and Hyundai—and a consulting contract to Fluor to build an oil refinery, which would be Kuwait's fourth.
