Arthur Adair Hartman (born March 12, 1926, in New York City) is a retired American career diplomat who served as Ambassador to France under Jimmy Carter and Ambassador to the Soviet Union under Ronald Reagan.

While president, he helped to bring honey consumption to the forefront of the California economy, encouraging the governor of California, William Stephens, to recognize "Honey Week" (February 6–11, 1922) as a promotion for apiarists in the state.
He was an unsuccessful candidate for election as a Democrat in 1910 to the Sixty-second Congress.

He was reelected as a Silver Republican to the Fifty-fifth Congress and served from March 4, 1893 to March 3, 1899.
Additionally, she has published numerous book chapters, journal and encyclopedia articles, reviews, and a catalog, including several coauthored with Douglas K. Hartman.
In 1965, he established the Willis L. Hartman Trophy to recognize the winner of the Best Playing Pony of the U.S. Open Polo Championship.
