McCay consecutively served from his January 11, 2012 appointment by Governor of Utah Gary Herbert to fill the vacancy caused by the resignation of Carl Wimmer until January 1, 2013 in the District 52 seat.
A Republican, he served two terms as the ninth Governor of Utah (1949–57), six two-year terms as mayor of Price, Utah (1935–47), and three terms as the 27th mayor of Salt Lake City (1960–71).
In 1984, Owens lost the Utah gubernatorial race to Republican Norman H. Bangerter, but was re-elected to the House in 1986 and served through 1992, when he ran for the U.S. Senate again.
