Consequently, the proposal was approved by Executive Order 23217 from MIRENEM ( currently MINAE ) ICT ( The National Tourism Board) created Iguanita Wildlife Refuge in 1994 to maintain and develop low-impact tourism.

Nevertheless the controversy and fight of these associations trying to maintain nature intact, beautiful, perfect and majestic, because the ICT, MINAE, and municipalities that are parts of the government are giving concessions, parts of the beach and the refuge, causing the loss of the natural beauty this beach.
