On 4 April 2008, the National Development Minister Mah Bow Tan announced a plan to develop the Jurong into a commercial hub outside the Central Business District (CBD).
Mah was educated at St. Michael's School (now known as St. Joseph's Institution Junior) and St. Joseph's Institution.
At the closing ceremony of the 2008 Festival, Minister for National Development Mr. Mah Bow Tan announced that the Festival is a fundamental element of the strategy to boost Singapore's transformation into a city in a garden and to raise the bar for the landscaping and horticulture industry.
Singapore Prime Minister Lee Hsien Loong was Guest-of-Honour at the official launch of Xtreme Skatepark @ East Coast on Saturday, 29 August accompanied by Mr Mah Bow Tan, Minister for National Development, and Dr Vivian Balakrishnan, Minister for Community Development, Youth and Sports.

Teo first stepped into the political arena in the 2001 general election, contesting as one of five members representing the Singapore Democratic Alliance (SDA) together with Yip Yew Weng, Christopher Neo, Foo Kok Wah and Abdul Rahim bin Osman in Tampines GRC against the team from the People's Action Party (PAP) represented by Mah Bow Tan, Yatiman bin Yusof, Ong Kian Min, Sin Boon Ann and Irene Ng.
