City Stores started in 1923 with the acquisition of three department stores: B. Lowenstein, Inc., of Memphis, Tennessee; Maison Blanche Co., of New Orleans, Louisiana; and Loveman, Joseph & Loeb, of Birmingham, Alabama.
Originating as a mascot of the Maison Blanche department store in New Orleans, Louisiana, the character was later marketed in New Orleans and elsewhere by Mercantile Stores and Dillard's, and it remains part of the popular culture of the Greater New Orleans area.
Nonetheless, in Algeria they struck targets in Bône (now called Annaba), Algiers, Blinda, Philippeville (now called Skikda), Maison Blanche and Oran.
