Marc Lalonde, who was the Canadian Minister of National Health and Welfare, proposed a new "health field" concept, as distinct from medical care.

Lalonde was born in Île Perrot, Quebec and obtained a Master of Laws degree from the Université de Montréal, a Master's degree from Oxford University, and a Diplôme d'études supérieures en droit (D.E.S.D) from the University of Ottawa.

In 1959, he worked in Ottawa as a special advisor to Progressive Conservative Justice Minister Davie Fulton.
