Otikpo Mézodé was named foreign minister of his country on 5 April 2001 in Martin Ziguélé government alongside finance minister Eric Sorongopé and Interior Minister Théodore Bikoo.
Although a member of the Union of the Active Forces of the Nation opposition coalition, Binoua did not endorse a candidate in the May 2005 run-off between François Bozizé and Martin Ziguélé; Bozizé eventually won.

Dologuélé was not a member of the ruling Movement for the Liberation of the Central African People (MLPC) and he faced hostility from the MPLC; on 1 April 2001, he was dismissed by President Ange-Félix Patassé and replaced by Martin Ziguélé.
