When the first governor-general of the Free State, Timothy Michael Healy retired in December 1927, James McNeill was proposed as his replacement by the Irish government of W. T. Cosgrave and duly appointed by King George V as Governor-General of the Irish Free State.
McNeill's marriage to Lord Dalkeith on 10 January 1953 at St. Giles's Cathedral, Edinburgh, attracted media attention, as Dalkeith had earlier been expected to marry Queen Elizabeth II's sister Margaret.

Mickybo and Me (2004) is McNeill's best known work, based on the play of the same name, the film tells the story of two boys who become friends at the start of the Troubles in 1970.
After the WPS suspended operations in early 2012, McNeill made a small stint with Leigh Ann Robinson, Yael Averbuch, and Omolyn Davis playing for WFC Rossiyanka.
McNeill made a name for himself in 1985 when he defeated Olympic gold medalist Carl Lewis in the semifinals of the 100-meter dash at the USA outdoor track and field championships.
