She was sworn in for her first term in July 1998, and was reelected by the South Carolina General Assembly in 2002 and 2006.

Prior to her nomination to the FCC, she served for 11 years as the representative of South Carolina's 6th congressional district on the South Carolina Public Service Commission (PSC).
