The Defence Procurement Agency was established on April 1, 1999, after the announcement in the Strategic Defence Review of a specialised agency to succeed the MoD Procurement Executive.
The Procurement Executive (widely known as PE) was established on 2 August 1971 as a single procurement agency for all three services with Derek Rayner (later Lord Rayner) as the first Chief of Defence Procurement.
Following the 1971 creation of the Ministry of Defence Procurement Executive, both the Admiralty Engineering Laboratory (1917-1977) and the Admiralty Oil Laboratory (1953-1977) were amalgamated with the NGTE.
Woolman served as Standing Junior Counsel to the Office of Fair Trading from 1991 to 1995, to the Procurement Executive of the Ministry of Defence from 1991 to 1995, and to the Inland Revenue from 1996 to 1998.
