The two most important men in the court of Bidatsu were Soga no Umako and Mononobe no Moriya.
The influential courtiers from Emperor Bidatsu's reign, Mononobe no Moriya, also known as Mononobe Yuge no Moriya no Muraji or as Ō-muraji Yuge no Moriya, and Soga no Umako no Sukune, both remained in their positions during the reign of Emperor Yōmei.
Alongside Nakatomi no Katsumi, Moriya worked to counteract the efforts of Soga no Umako, another high-ranking noble who supported the adoption of Buddhism.
The others were Mononobe no Moriya (killed 587), Prince Iyo (executed 807), Fujiwara no Nakanari (executed 810), Tachibana no Hayanari (executed 842) and Bunya no Miyatamaro (executed 843).
