On 1 April 1854 the Flensburg–Tönning line was opened by the British entrepreneur, Sir Samuel Morton Peto to a station outside the city at Holzkrug.
The railway was built at cost and without any contract by a partnership of English railway contractors led by Samuel Morton Peto.
Grissell and Peto was a civil engineering partnership between Thomas Grissell and his cousin Morton Peto that built many major buildings and monuments in London and became one of the major contractors in the building of the rapidly expanding railways of the time.
Charles joined his father's business: he was soon employed to manage construction of the Norwich and Brandon Railway for Sir Samuel Morton Peto.
He was the son of Edward Betts, a civil engineering contractor, who married the sister of the railway entrepreneur Samuel Morton Peto, which is how he was given his name.

The line was constructed by the English contractors Peto, Brassey and Betts, who undertook to raise the capital required in London if they obtained the contract.
The scheme was promoted by Samuel Morton Peto who saw the opportunity to raise the status of Lowestoft by constructing a line which would give the town more direct access to London than the existing route via Norwich which he had also sponsored.
