Dale A. Frail is an astronomer working at the National Radio Astronomy Observatory (NRAO) in Socorro, New Mexico.
Backer then took post-doctoral positions first at NRAO in Charlottesville, Virginia (1971–1973), and then at NASA/GSFC in Greenbelt, Maryland (1973–1975).

Backer then moved on to studying reionization, leading a collaboration between the University of California, Berkeley, the University of Virginia, the University of Pennsylvania, and NRAO called the Precision Array for Probing the Epoch of Reionization (PAPER).
It was at the NRAO, in 1960, that Frank Drake presented the Drake Equation, which was developed to provide an estimate of the total number of detectable extraterrestrial civilizations in the Milky Way galaxy.
The H-316 was used by Charles H. Moore to develop the first complete, stand-alone implementation of Forth at NRAO.
The reformation of management strucuture imitated to National Optical Astronomy Observatory (NOAO) and National Radio Astronomy Observatory (NRAO) of USA and National Astronomical Observatory of Japan (NAOJ).
