Born in Nacala, Portuguese Mozambique from a colonial White African family, Costa Pereira was noticed by S.L. Benfica while playing with Clube Ferroviário de Lourenço Marques.
He became a licenced physician in 1976 and from 1979 to 1981 he served as District Medical Officer in Nacala in northern Mozambique.

Recently, the Mozambique transportation minister, Paulo Zucula, stated that the government is planning on modernizing the Beira and more northern Nacala ports for an estimated cost of $900m; $500m and 400m respectively.
The Nacala Corridor line to Mozambique via Nayuchi to the port of Nacala, and Nsanje to the Dona Ana Bridge and Beira, has not been operational since the war in Mozambique and is in need of reconstruction.
