It was designed by Margaret Hendry, a National Capital Development Commission (NCDC) landscape architect, in response to approaches in 1971 to the NCDC by the National Council of Women.
In 1888, Taylor and others met with Susan B. Anthony in Seneca Falls, New York and participated in the founding of the National Council of Women, an organization dedicated to promoting the rights of women.
She served as president of the National Council of Women of Queensland from 1920 to 1924.
