In 1956, he received a grant from the National Association for Mental Health; later supplemented by funds from the National Institute of Mental Health to prepare a survey of mental health research in the United States.
In 1961 Hooker was invited to lecture in Europe and in 1967, the director of the National Institute of Mental Health (NIMH) asked her to produce a report on what the institution should do about homosexual men.

From 1999 to 2001 he was a postdoctoral fellow in the laboratory of Dr. Robert Desimone in the National Institute of Mental Health in Bethesda in the USA.
He is also chair of the primary care program of the National Institute of Mental Health in the UK and holds an honorary chair in the Department of General Practice at Monash University.
