Constitutional Arch

the arch was the heir of the constitutional system of government led by the National Liberation Committee, maintaining the structure for a long time even after the ouster of the center-left government in 1947.

National Liberation Committee

It was created by the Italian Communist Party, the Italian Socialist Party, the Partito d'Azione (a republican liberal socialist party), Democrazia Cristiana (the Catholic party), the Labour Democratic Party and the Italian Liberal Party, took control of the movement, in accordance with King Victor Emmanuel III's ministers and the Allies.

The Committee was allowed by the United States to take the control of the local administrations of Central and Northern Italy as they were freed from the Nazis, and it formed the governments of Italy from the liberation of Rome in 1944 until the proclamation of the Republic in 1946.

Onorato Damen

In 1945, Togliatti and the PCI, while advocating the freedom of real fascists, petitioned in the CLN to have the leaders of the Internationalist Communist Party condemned to death as saboteurs and with the calumnious label of agents of the Gestapo; they included Damen in their list of its leaders.
