In November 2011, the majority leader of the Hawaii House of Representatives, Blake Oshiro, announced that he would resign from the legislature to become Governor Neil Abercrombie's deputy chief of staff.
On July 6, 2012, Governor Abercrombie signed Senate Bill 2678 into law, creating an advisory group to develop and present recommendations for an educational resource center to lawmakers in the next legislative session.
Despite the support of Governor Abercrombie and the Hawaii Congressional delegation, the Legislature adjourned without voting on the legislation.
