Jobim was born in Santa Maria, Rio Grande do Sul, the son of Hélvio Jobim and Namy Azevedo Jobim, and the grandson of former governor of Rio Grande do Sul, Walter Só Jobim.

Lemos founded the Center for Technology and Society at the Fundação Getulio Vargas (FGV) Law School in 2003, and was the director of the Center until 2013, succeeded by the former Brazilian Supreme Court Justice Nelson Jobim.
On the 26 November 2009, the Brazilian Defence Minister, Nelson Jobim, announced that President Lula had authorized the start of production for 2044 new vehicles with the new name Guarani, formerly known as Urutu III.
He was replaced by Former Supreme Court President Nelson Jobim.
