News of the first clash between American militia and British troops at Lexington and Concord interrupted the Westminster convention, but settlers gathered at yet another convention at Dorset in 1776 and petitioned Congress to recognize Vermont as a state independent of New York.

The town was chartered on July 17, 1761, by a New Hampshire Grant and named after the second-listed grantee of the town (with five others), Sir Francis Bernard, 1st Baronet, and since 1760 Governor of the Province of Massachusetts Bay.
In late June, commander Major General Arthur St. Clair ordered Warner to raise the militia of the New Hampshire Grants to counter Indian raids along Otter Creek.
