The front and back cover design for the LP (by Anne Garner and Norman Seeff) shows Williams as he is bursting through a wall-sized collage of black-and-white images from various periods of his career, mainly involving the Williams Brothers and his variety program.
Having chosen the title Hot Streets, the album cover featured a picture of the band (shot by photographer Norman Seeff) rather than just the group logo.
The front featured Japanese manga-influenced artwork, and the back cover showed individual band shots taken by Norman Seeff at a wild party, and a composite of all four band members' makeup designs.
