The hospital is named in memory of HRH Samdach Preah Ang Mechas Norodom Kantha Bopha (1948–1952), who was the daughter of King Norodom Sihanouk and died at a very young age.
Her life story transitions from slave labor for three and a half years at age five in the fields to top movie star and traveling internationally with King Norodom Sihanouk's entourage then moving to the US.
Following the Paris Peace Agreements in 1991 and the return of Norodom Sihanouk to Cambodia, Chakrapong left FUNCINPEC to become Deputy Prime Minister of the State of Cambodia and a member of Prime Minister Hun Sen's Cambodian People's Party (CPP) central committee.
After witnessing same-sex marriages being performed in San Francisco during 2004, King Norodom Sihanouk expressed support for legalizing such unions in Cambodia, though he nor anyone in the government has yet to take any action to legislate them.
