On October 1, 1958, the club was officially founded as "Club Manuel Belgrano", being soon accepted by the Union and also supported by other clubs such as Club Atlético San Isidro and Obras Sanitarias.
The first match played by Tilcara was against Obras Sanitarias, which was the Buenos Aires champion at the time.
Obras Sanitarias was founded in 1917 by employees of the state enterprise Obras Sanitarias de la Nación (translatable in English to "Sanitation Works of the Nation").
Teqüe Rugby Club was founded by former players and managers of Club Obras Sanitarias, on December 16, 1973.
