On Monday, February 1, 1858, a petition of the Ohio State Board of Agriculture was presented to the Senate "praying that a donation of land be made to each of the States for the establishment of agricultural colleges." Neither of the proposals was accepted until the time of the Lincoln administration (1861–65), after which it became necessary to gather information on the many schools already in existence, as well as on those being built.
Moffett served as Director of the Office of Students and Youth in the Office of Education within the Department of Health, Education, and Welfare from 1969 to 1970, but quit to protest the Vietnam War.

Gifted and Talented children are, in fact, deprived and can suffer psychological damage and permanent impairment of their abilities to function well which is equal to or greater than the similar deprivation suffered by any other population with special needs served by the Office of Education.
The program was created administratively by the then-Office of Education in the Department of Health, Education, and Welfare as an effort to make use of the best of the Elementary and Secondary Education Act Title III education innovations.
