Philip was educated at St. Joseph's Teachers' College, the University of Ottawa, and the Ontario Institute for Studies in Education, earning a Master's Degree in Education.
He attended Lakefield College School, Dalhousie University, and University of Toronto, graduating in 1968.
He was born in Woody Island, the son of Sidney Barrett, and was educated at Memorial University and the Ontario Institute for Studies in Education.
