Speaking Operation Rainfall and its successors in 2013, Nintendo of America President Reggie Fils-Aime said "We certainly look at it, and we’re certainly aware of it, but it doesn’t necessarily affect what we do", and that Nintendo was already in the process of deciding Xenoblade's localization "while Operation Rainfall was happening".
