After William McKinley, who favored annexation, became President of the United States in 1897, a new treaty of annexation was signed and sent to Congress for approval.

However, in 1898, Congress passed the Newlands Resolution due to the Spanish–American War; the resolution resulted in Hawaii's annexation for use as a Pacific military base.
