Upon his election to Congress in November 1915, Orrin Dubbs Bleakley became the first government official to fly from his home state to DC.
Bleakley was elected as a Republican to the Sixty-fifth Congress and served from 4 March to 3 April 1917, when he resigned without having qualified.
In 1915, Ocker (while on leave from the Army) piloted a Curtiss biplane from Pennsylvania to Washington, D.C. carrying newly elected Representative Orrin Dubbs Bleakley.
