Papua New Guinea national under-23 football team, also known as Papua New Guinea Sub-23, is considered to be the feeder team for the Papua New Guinea national football team.

After retiring as a player, Cowie was active as a coach in Oceania, where he served as manager of the Papua New Guinea national under-23 team and the Solomon Islands national team.
In 2002 he played in OFC Nations Cup losses against New Zealand and Tahiti as well as a 0–0 draw with Papua New Guinea.
