After graduation in 1964, Chen was assigned to work in the CPC party school in Hulunbuir of Inner Mongolia Autonomous Region.
Following her studies of Russian at the Leningrad University (now the Saint Petersburg State University), she worked as a teacher at the party school of the Socialist Unity Party of Germany (SED) (Parteischule beim ZK der SED "Karl Liebknecht").
She attended the Kim Il-sung Higher Party School in 1966, and went to study at Moscow State University in 1968.
After attending the Party School from 1950 to 1960 he was deputy director and general manager of a foreign trade company, a member of the Trade Council in Pyongyang until 1965, and later worked in the Ministry of Foreign Affairs and German domestic trade.
According to the official biography released by the Korean Central News Agency, he joined the Korean People's Army in June 1950 (approximately when the Korean War started); after graduating from the Kim Il-sung University, he served as section chief and then secretary of the Central Committee of the Workers' Party of Korea, director of the Central Party School, minister of Higher Education, and president of the Academy of Social Sciences.
