These elements agreed to form a Baghdad-based, 500-man battalion by integrating militiamen from five (5) Political Parties: Iraqi National Accord (INA), Iraqi National Congress (INC), Kurdish Democratic Party (KDP), Patriotic Union of Kurdistan (PUK), and Supreme Council for Islamic Revolution in Iraq (SCIRI).
Subsequent investigation found nearly 500 dam workers to still be at work nearly a month after pay had stopped being distributed, with security being provided by militia under the Patriotic Union of Kurdistan.
The formation of a new list, the Change List, that was formed by Nawshirwan Mustafa, a former PUK member, won the majority of the votes in Sulaymaniyah by 51%.
